Through progressive experience as the Director of Engineering (DOE) on complex transportation and heavy civil infrastructure projects with construction values exceeding $150 million, and leading teams on over 800 structural inspections and assessments, Mathew Liam has established himself as a recognized industry leader, frequent speaker, and contributing author on structural engineering for bridges, transit systems, and large-scale public works. His work has carried him across the continental United States, Canada, the United Kingdom, Australia, South Korea, Chile, the UAE, and several Pacific Island territories.

As a young engineer, Mathew joined Apex Civil & Structural in 1995, driven to build deep expertise from the ground up. With relentless focus on technical mastery, he accumulated broad experience across diverse structure types—including highway and railway bridges, transit stations, tunnels, retaining systems, high-capacity foundations, and specialized public infrastructure—in demanding urban, seismic, and environmental conditions. Within nine years he advanced to Vice President. In 2013, Mathew was appointed Director of Engineering (DOE), a role in which he continues to guide a talented team of structural specialists delivering major infrastructure projects worldwide.

As a respected voice in the field, Mathew holds leadership positions on national and international committees shaping codes and standards for structural practitioners. Notably, in 2005 he contributed chapters to the widely referenced manual Bridge Engineering: Design, Rehabilitation, and Maintenance, and in 2011 he served as Vice Chair of the ASCE technical committee responsible for the updated guide Structural Evaluation of Transportation Infrastructure. Most recently, he designed and delivered a specialized training program for state DOT engineers focused on seismic retrofit strategies and long-span bridge inspection protocols.

Skilled at uniting the diverse talents, insights, and practical experience of the Apex team, Mathew remains committed to partnering with clients to protect, modernize, and strategically expand their transportation and civil infrastructure portfolios while bringing their long-term goals to life.

Mathew holds a Bachelor of Science in Civil Engineering Technology from the University of Massachusetts—Lowell. He is a certified tower climber and rescuer, holds advanced certifications in nondestructive testing and seismic evaluation, and is professionally licensed as a structural engineer in 22 states, plus British Columbia, Ontario, and Queensland, Australia.

Did You Know? Mathew spent his early years in what is known as the Northeast Kingdom in Vermont. Together with his three brothers and parents, the family developed an apple orchard and dedicated many years to maple sugaring and cross-country skiing.
